Attitudes toward tipping are changing, but it is not officially recognized.  Tips are now frequently
accepted by travel guides, tour bus drivers, porters, and waiters in upper-class hotels and restaurants.
However, tipping is still not accepted in most restaurants and hotels.  Small gifts are often more
preferred.  Note that initially it is polite to firmly reject any gift or tip.
